For what he truly is.
Maybe because he doesn't believe in freedom of the press or leaving alone free markets or maybe it's the fact that he's an ex-KGB agent that thinks the biggest mistake the Soviet Union ever made was tearing down the wall. Just a guess.
The West isn't afraid of him. The West just doesn't like him very much, because while he's been an effective leader he's also been, as you said, a neo-dictator. And because he stirs up cold war paranoia in Russia and has behaved pretty badly at times on the world stage, e.g., in Georgia (not that the Georgians were any better).
Who is afraid? The French are always afraid.
Lets clarify the question. The decripid white rural southern right wingers are afraid of Putin. Not the real americans whom by the way are mostly democratic.
