For what he truly is.
Maybe because he doesn’t believe in freedom of the press or leaving alone free markets or maybe it’s the fact that he’s an ex-KGB agent that thinks the biggest mistake the Soviet Union ever made was tearing down the wall. Just a guess.
The West isn’t afraid of him. The West just doesn’t like him very much, because while he’s been an effective leader he’s also been, as you said, a neo-dictator. And because he stirs up cold war paranoia in Russia and has behaved pretty badly at times on the world stage, e.g., in Georgia (not that the Georgians were any better).
Who is afraid? The French are always afraid.
Lets clarify the question. The decripid white rural southern right wingers are afraid of Putin. Not the real americans whom by the way are mostly democratic.
Good Question

Your voice of reason among the right wing noise.
Russia is a going concern in the world, with their declining and aging alcoholic population, just as much as my endowment exceeds two feet

Any guy that rides around on a horse with his shirt off and gleeming pecks is a force to be reckoned with!
Our “fear” is based more in the fact that we no longer have a Strong Leader to face our adversaries.
See Obama selling out our allies Poland and the Czech Republic
The only ones afraid of him are conservatives.Yet is it surprising? They’re afraid of their own shadows!
Other than nuking Israel for nuking Iran, no, we don’t. We gave them military secrets at the close of WWII, just to keep them a good adversary so the controllers could keep the US weak and keep bilking the American worker out of their wealth.
No one is afraid of Putin.
