   I honestly don't know...it is no interntional secret that China and Russia are the bullies of the international black market. If they were only making fake USD, I might be able to forgive them...

   i don't think you will do something in the open if it is illegal. These are big countries and aspiring to be the upcoming super powers, so definitely they wouldn't want to be perceived as crooks by the rest of the world.

   Ugh they don't. North Korea does a lot of that stuff on their own will. Honestly if they wanted that they could do that much more secretively and better than North Korea. It would be a lot less noticeable too since North Korea is under constant surveillance
