I would say Teddy is the more well rounded fighter, however he was much more honorable than Putin. I imagine Putin would find a way to poison Teddy before the fight or some other nefarious trick. Putin is old school KGB, I think he would do what it took to win.
Teddy on the other hand believed in a fair fight... Putin doesn't have such quarrels, and would have no problem poisoning, having a sniper, drugging with a dart, etc. doing whatever assured him the best chance at victory.
So I think Putin would win.
