What do you think are the plans that the Russian Government has proposed during the transition in 1991?

Russia's biggest problem is probably corruption; it prevents free market forces from operating normally. In addition, it is filled with oligopolies (causally connected with the corruption), further hampering competition. By eliminating these two things Russia would be much better off economically.
